Based on a resolution of the City Council, the City of Košice established the contributory organization K13 - Košice Cultural Centers on 1 October 2013. It started its activities on 1 January 2014 with the aim of building on the foundations laid during 2013, when Košice was the European Capital of Culture. . It covers the cultural centers that were created during it. One of them is the reconstructed old barracks and a wonderful cultural center was created: Barracks / KULTURPARK.

These were the largest of the eight investment projects of Košice as the European Capital of Culture 2013. Architecturally and historically interesting, but until recently dilapidated buildings and spaces, are already used for cultural purposes. A creative city district full of life was created from the army area. The new cultural stand in Košice offers opportunities for meetings, creative work and the presentation of various genres of modern art.

From the original military barracks, three main buildings remained the property of the city, to which eight new pavilions were added. Architect Irakli Eristavi named each building. As these are former military areas, he used military international terminology also known from the Air Force. That's why the three main buildings are called Alfa, Bravo and Charlie. There is also a Zulu navigation point in the building, also known from military terminology, from which all objects can be seen by name.

History
The three-hectare complex of the former Barracks Capt. Jaroš was a purpose-built complex of buildings from the end of the 19th century, set in a historic park of significant value, the so-called Saffron garden. Košice has a rich military history, as evidenced by the existence of up to thirteen barracks at once in 1939. The buildings on Kukučínova Street were built after the Austro-Hungarian settlement as one of the military facilities in the city, which was an important part of history. The barracks mostly served as military warehouses, which also included a bakery and waterworks.
