It was named after the Prešov bloody slaughterhouse in 1687, when on the basis of an unjust court of the imperial general Antonio Caraff of Naples was in the square at ev. a college of humiliated 24 Hungarian peasants and townspeople. One of the torture chambers in Prešov, which Caraffa had set up to interrogate the accused, was also located in the underground premises of today's town hall, which at the time formed a single architectural unit with the building.
According to some written mentions, the city's control measures and scales were kept in the building, and for some time the city armory was also located here. In the second half of the 19th century, it housed the city prison. From the beginning of the 20th century. the building began to be used for archiving city documents. It currently serves as a city gallery.
